Intuitively, this is a reasonable assumption to make as long as there is some good that is clearly desirable. Walras' law should be understood broadly: the consumer's budget may be an intertemporal one allowing for savings today to be used for purchases tomorrow. What Walras' law says is that the consumer fully expends his resources over his lifetime.
